Tohoku Gakuin University Library User Regulations

(Purpose)

Article 1
  1. This regulation, based on Article 9 of the Tohoku Gakuin University Library Regulations, stipulates the necessary matters concerning the use of the library established at Tohoku Gakuin University (hereinafter referred to as "the University"). However, matters concerning the Library Materials Preservation Center located on the University's Izumi Campus shall be stipulated separately.

(Eligibility and application procedures)

Article 2
  1. The Tohoku Gakuin University Library (hereinafter referred to as "the Library") can be used with a user permit (hereinafter referred to as "the permit"). In this case, the persons who may use the Library are those listed below.
    1. Full-time faculty and staff of this university and staff of the corporate administration of Tohoku Gakuin Educational Corporation (hereinafter referred to as "this institution").
    2. Professor Emeritus, Part-time Faculty, and Non-Full-time Staff
    3. Graduate Schools student
    4. Undergraduate students
    5. Non-degree students, special auditing students, auditing students, research students, commissioned students, special commissioned auditing students, and students enrolled in certificate programs
    6. Researchers accepted by this university
    7. Main hospital officer
    8. Full-time faculty and staff of our hospital's junior high school, high school, Tsutsujigaoka High School, and kindergarten.
    9. Students of our junior high school, high school, and Tsutsujigaoka High School
    10. Retired from main hospital
    11. Graduates of schools established by this institution
    12. Non-students aged 15 or older who have requested to use the library.
    13. Other persons authorized by the library director (hereinafter referred to as "the director")
  2. For persons falling under items 1, 3 through 5, and 8 of the preceding paragraph, their identification card (hereinafter referred to as "certificate") shall serve as their permit.
  3. Those who are eligible to use the library but do not fall under the preceding paragraph may obtain a permit through the prescribed procedures. In this case, the permit will be valid for one year or less, but it may be extended through renewal procedures.
  4. Notwithstanding the provisions of the preceding paragraphs, persons falling under paragraphs 9 through 12 of paragraph 1 are not permitted to enter and use the Colatelier Library (library).

(Closed on these days)

Article 3
  1. The library will be closed on the following days:
    1. Sunday
    2. National holidays as defined in the Act on National Holidays (Act No. 178 of 1948)
    3. Holidays designated by our university
  2. Notwithstanding the provisions of the preceding paragraph, the director may temporarily close or open the museum when he or she deems it necessary.

(Opening hours)

Article 4
  1. The opening hours of the libraries shall be as specified in each of the following items, depending on the type of library. However, persons falling under items 3 through 5 of Article 2, Paragraph 1 may not use the reading counter during worship hours.
    Central Library
    Monday to Saturday, 8:30 AM to 10:00 PM
    Central Library Branch
    Monday to Friday, 10:00 AM to 9:00 PM
    Saturday, 10:00 AM to 5:00 PM
    Coratelier Library (Library)
    Monday to Saturday, 8:30 AM to 10:00 PM
  2. Notwithstanding the provisions of the preceding paragraph, the director may temporarily change the opening hours when he or she deems it necessary.

(Entry and Exit Procedures)

Article 5
  1. When entering or leaving the library, you must scan your identification card or permit at the card reader at the entrance/exit gate.

(Access procedures and number of books to be viewed)

Article 6
  1. Open-shelf books and materials can be freely viewed within the reading room.
  2. Closed-stack library materials can be viewed in the reading room after presenting a certificate or permit to the reading staff and following the prescribed procedures.
  3. In the case of the preceding paragraph, the number of books that can be viewed simultaneously shall be no more than 10.
  4. Use of electronic resources is subject to the terms and conditions set forth in each user agreement.

(Procedures and reservations for off-site loans)

Article 7
  1. Persons who fall under Article 2, Paragraph 1 may borrow library materials for use outside the library (hereinafter referred to as "borrowing") by following the prescribed procedures.
  2. Books and other materials that are unavailable for loan due to being on loan can be reserved.

(Number and duration of books to be borrowed outside the library)

Article 8
  1. The number of books and the loan period for library materials shall be as specified in each of the following items, according to the category of person listed in each item.
    1. Full-time faculty and staff of this university and administrative staff of this institution: Up to 160 books, within 1 year.
    2. Professor Emeritus, part-time faculty, and non-full-time staff: Up to 20 books, within 1 month.
    3. Graduate Schools students: 20 books or less, within 1 month
    4. Undergraduate students: Up to 10 books, within 15 days
    5. For students enrolled in individual courses, special auditing students, auditing students, research students, commissioned students, special commissioned auditing students, and students enrolled in certificate programs: up to 10 books, within 15 days. However, for those affiliated with Graduate Schools, the provisions of item 3 shall apply mutatis mutandis.
    6. For researchers accepted by this university: Up to 20 books, within 1 month.
    7. Board members of this institution, as well as full-time faculty and staff of the institution's junior high and high schools, Tsutsujigaoka High School, and kindergarten: Up to 10 books, within 3 months.
    8. Students of our junior high and high schools, and Tsutsujigaoka High School: Up to 3 books, within 8 days.
    9. Graduates and retirees of this institution: Up to 10 books, within 15 days.
    10. For non-students aged 15 and over who apply to use the library: Up to 3 books, for a maximum of 8 days.
  2. Notwithstanding the provisions of paragraph 1, item 1, if the director deems it necessary for research or educational reasons, lending will be permitted in excess of the number of books and loan period specified in paragraph 1, item 1.
  3. When lending student-designated books to persons under paragraphs 1 through 3 and 5 (excluding those equivalent to undergraduate students) through 7 of paragraph 1, the number of books and the loan period shall be the number of books and the period specified in paragraph 1, item 4, and shall be included in the number of books to be borrowed under paragraph 1.
  4. Books and materials held by other libraries can be borrowed by following the prescribed procedures.
  5. Notwithstanding the provisions of paragraph 1, the Director may extend the loan period by following the prescribed procedures if he or she deems it particularly necessary. However, the number of extensions for persons specified in paragraphs 3 to 5 and 8 to 10 of paragraph 1 shall be limited to one.
  6. Persons specified in Article 2, Paragraph 1, Items 3 to 5 may borrow items beyond the period specified in Paragraph 1, Items 3 to 5 during the spring, summer, and winter breaks by following the prescribed procedures.

(Restrictions on lending items outside the library)

Article 9
  1. Books and materials that fall under any of the following categories cannot be borrowed.
    1. Dictionaries, encyclopedias, and reference books
    2. Addition/subtraction law collection
    3. magazine
    4. Audiovisual materials
    5. newspaper
    6. Rare and semi-rare books and materials
    7. Other books and materials designated by the director
  2. With regard to the books and materials specified in each item of the preceding paragraph, the Director may grant permission for their loan, subject to certain restrictions, to full-time faculty and staff of this university and staff of the administrative office of this institution if they require them for academic research.

(Rare books and semi-rare books)

Article 10
  1. Rare and semi-rare books are stored separately in the rare book storage room and the semi-rare book storage room.
  2. The use of rare and semi-rare books and materials will be governed by separate regulations.

(Return of library materials)

Article 11
  1. Books and materials that have exceeded the loan period stipulated in Article 8 must be returned promptly.
  2. If the director deems it particularly necessary to request the return of library materials during the loan period, the materials must be returned immediately, notwithstanding the provisions of Article 8, paragraphs 1 through 5.
  3. Books can be returned to any library other than the one where they were originally borrowed.
  4. If a person who has borrowed library materials loses their eligibility to use the library as stipulated in Article 2, they must return the materials immediately.

(Eligibility to enter closed stacks)

Article 12
  1. The following persons are permitted to enter the closed stacks and search for library materials:
    1. Persons falling under Article 2, Paragraph 1, Items 1 through 8, as well as Items 10 and 11.
    2. In particular, those authorized by the director

(Opening hours for books in closed stacks)

Article 13
  1. Access to the closed stacks is permitted from opening time until 30 minutes before closing time.
  2. Notwithstanding the provisions of the preceding paragraph, the director may change the storage hours if he or she deems it necessary.

(Procedures for accessing books in closed stacks)

Article 14
  1. Those wishing to access the closed stacks must follow the prescribed access procedures.
  2. When entering the parking lot, you should borrow and carry a personal alarm or similar device as needed.
  3. As a general rule, when entering the warehouse, you must not carry anything other than writing instruments and notebooks.

(Use of facilities within the closed stacks)

Article 15
  1. Those specified in Article 12 may use the reading facilities located within the closed stacks.

(Copying of library materials)

Article 16
  1. Books and materials held by this university can be copied using the photocopiers installed in the library.
  2. The necessary details regarding copying will be specified separately.

(Interlibrary loan with other university libraries, etc.)

Article 17
  1. Persons who fall under Article 2, Paragraph 1, Items 1 through 8, and who wish to use library materials not held by this university, may request access to other university libraries, etc., by following the prescribed procedures.
  2. When other university libraries or similar institutions request the use of books and materials held by this university, we will cooperate to the extent that it does not cause any problems.

(Separation of library materials)

Article 18
  1. Insofar as it does not significantly impede the basic functions of the library, library materials may be distributed to each of the university's research institutes (hereinafter referred to as "institutions").

(Procedure for separation)

Article 19
  1. Institutions wishing to separate their library materials must designate a person responsible for managing the materials and submit a request to the director.
  2. If such a request is made, the Director will grant permission after deliberation by the Tohoku Gakuin University Library Committee (hereinafter referred to as the "Library Committee").

(Number of books and materials to be separated and for the period of time)

Article 20
  1. The number of books and materials that may be stored separately and for a period of time shall be 50 books of three types per institution, for the books and materials specified in Article 9, Paragraph 1, Item 1, and for a period of no more than one year. However, this shall not apply to case law collections.
  2. The number of books and materials that fall under Article 9, Paragraph 1, Item 4 shall be kept separately for no more than 50 types and for no more than 2 years per institution.
  3. Notwithstanding the provisions of the preceding paragraph, if it is deemed that there is a significant risk that the basic functions of the library will be significantly hindered, the director may take necessary measures.

(Use of facilities within the library)

Article 21
  1. The central library will be equipped with an audiovisual room, study rooms, and meeting rooms.
  2. Matters necessary for the use of the audiovisual room, study room, and meeting room will be determined separately.

(Library activities)

Article 22
  1. Libraries may hold exhibitions, lectures, and other events that they deem necessary to support research or educational activities.

(Liability for payment or compensation)

Article 23
  1. Anyone who loses or damages any library materials they have viewed or borrowed must replace them with the original items.
  2. Notwithstanding the provisions of the preceding paragraph, if books or other materials are unavailable due to being out of print or for other reasons, compensation must be made at market value or by photographic reproduction, in accordance with the director's instructions.
  3. Anyone who intentionally or negligently damages the facilities, equipment, or furnishings of the library shall be liable for compensation for such damage.

(Notification of damage to library materials, etc.)

Article 24
  1. Users must immediately report any damage or soiling to library materials.

(User obligations)

Article 25
  1. Users must follow the instructions of library staff and also abide by the following:
    1. Do not lend borrowed books to others.
    2. Do not return borrowed books on behalf of others.
    3. Do not lend your certificate or license to others.
    4. Do not hold gatherings inside the building.
    5. Please refrain from eating or drinking anything other than beverages in sealed containers with lids inside the building.
    6. Do not damage the building.
    7. Do not display or distribute printed materials without permission.
    8. When entering the building, please set your mobile phone to silent mode and refrain from making phone calls inside the building.
    9. You must not engage in any other actions that may disrupt library operations.

(Suspension of lending and use)

Article 26
  1. If any person specified in Article 2, Paragraph 1, Items 3 to 5 and Items 9 to 13 fails to return borrowed books or materials within the specified period in violation of the provisions of Article 8, the lending service may be suspended for a period corresponding to the number of days the materials are overdue.
  2. The library director may suspend the use of the library for anyone who violates these regulations.

(Keeping the regulations in place)

Article 27
  1. These regulations shall be kept in the reading room at all times in order to make library materials available for users to browse.

(Administrative)

Article 28
  1. All matters related to these regulations shall be handled by the Library Information Section of the Library Department.

(Revision/Abolition)

Article 29
  1. Amendments or repeal of these regulations shall be initiated by the Library Committee, approved by the Faculty Council and Graduate Schools Committee, and carried out by the President, with the approval of the Board of Directors.
Supplementary provisions
  1. These regulations shall come into effect on June 1, 1985.
  2. The Tohoku Gakuin Library Library Regulations (September 1950) are hereby abolished as of the date these regulations come into effect.

These regulations shall be amended and come into effect on April 1, 1998.

These regulations shall come into effect on April 21, 2021, and shall apply from April 1, 2021.
