Tohoku Gakuin University Tuition Fee Reduction and Exemption Procedures
(Purpose)
Article 1
- This regulation, based on Article 3, Paragraph 3 and Article 7 of the Tohoku Gakuin University Tuition Fee Reduction and Exemption Regulations under the Act on Support for Studying at Universities, etc., establishes the procedures necessary for tuition fee and entrance fee reduction measures (hereinafter referred to as "tuition fees, etc.").
(Application for certification)
Article 2
- Students of Tohoku Gakuin University (hereinafter referred to as "the University") who wish to receive tuition fee reductions or exemptions (excluding Graduate Schools students, non-degree students, and auditing students; the same applies hereinafter) must apply using the method prescribed by the University.
- Students applying for tuition fee reductions or exemptions must apply for a scholarship from the Japan Student Services Organization (JASSO) (hereinafter referred to as "JASSO").
- Notwithstanding the provisions of the preceding paragraph, if, due to special circumstances, a student applies for tuition fee reduction or exemption measures at this university without applying for a scholarship from the Japan Academy of Sciences, the student must submit the application referred to in paragraph 1 to this university within the application period for the scholarship from the Japan Academy of Sciences.
(Selection, certification, and notification)
Article 3
- The selection and approval of students applying for tuition fee reductions and exemptions shall be made by the Tohoku Gakuin University Tuition Fee Reduction and Exemption Student Selection Committee (hereinafter referred to as the "Selection Committee"), which is separately established in accordance with Article 5 of the Tohoku Gakuin University Tuition Fee Reduction and Exemption Regulations based on the Act on Support for Studying at Universities, etc.
- Students who have been selected and certified as eligible for tuition fee reduction or exemption (hereinafter referred to as "eligible students") pursuant to the provisions of the preceding paragraph will be notified of this fact, as well as the category of the calculation standard amount for the reduction or exemption and the amount of the tuition fee reduction or exemption.
- Students who are not selected and certified as eligible students in accordance with the provisions of paragraph 1 will be notified accordingly.
(Methods of reduction or exemption)
Article 4
- For students who have applied for tuition fee reduction or exemption, and for eligible students, payment of student fees as stipulated in Article 41, Paragraph 1 of the Tohoku Gakuin University Regulations for the relevant semester will be deferred. After the amount of tuition fee reduction or exemption is determined, the student will be billed and required to pay the amount minus the reduction or exemption. However, for students who have already paid their student fees for the relevant semester within the period prescribed by the university, the amount of the tuition fee reduction or exemption will be refunded.
- The deadline for the grace period stipulated in the preceding paragraph shall, in principle, be the date specified in Article 5, Paragraph 2 of the Regulations Concerning the Payment of Student Fees, etc., at Tohoku Gakuin University for each period.
- Notwithstanding the provisions of the preceding paragraph, new students who have been selected as provisional recipients of the Agency's scholarship and who have completed the application procedures stipulated in Article 2 by the deadline set by the university will be refunded the amount of the entrance fee and the tuition fee reduction for the first semester at the end of June.
(Methods for reduction or exemption based on sudden changes in household finances)
Article 5
- For students who have been approved for tuition fee reduction or exemption due to a sudden change in household finances, the reduction or exemption measures will be implemented on a monthly basis, the collection of student fees will be deferred, and the difference between the student fee and the reduced amount will be paid in the final month of the semester.
- Notwithstanding the provisions of the preceding paragraph, in the case of eligible students who have already paid the student fees for the semester at the time of applying for tuition fee reduction or exemption measures due to a sudden change in household finances, the amount of the reduction or exemption for that semester shall be refunded.
(Qualification Certification)
Article 6
- Students who have been approved for tuition fee reductions or exemptions must undergo an assessment of their academic performance and financial situation by the selection committee each year (hereinafter referred to as "eligibility assessment").
- Academic performance will be assessed at the end of each academic year, and the results will be used to determine tuition fee reductions starting from April of the following year. However, in the case of withdrawal or expulsion, the assessment will be based on the academic performance at the time of approval.
- The assessment of household financial status will be conducted annually in the summer, based on income, assets, etc., and the results of this assessment will be reflected in the reduction or exemption measures starting from October of that year.
- Notwithstanding the provisions of the preceding paragraph, the determination of the household financial situation of students eligible for tuition fee reduction or exemption due to a sudden change in household finances shall be made for the first time six months after the start of support, and thereafter every three months, with the amount of income being determined and the amount of assets being confirmed once a year. The results of this determination shall be reflected in the reduction or exemption measures in accordance with the timing of the reflection of the Japan Student Services Organization (JHS) grant scholarship. However, after 15 months have passed since the occurrence of the event, the method specified in the preceding paragraph shall be used.
- The results of the eligibility assessment stipulated in the preceding paragraphs shall be immediately notified to the individual in the name of the university president.
(Suspension of the validity of the certification, etc.)
Article 7
- If the student in question falls under any of the following categories, the certification will be suspended after deliberation by the selection committee, and the student will be notified of this fact in the name of the university president.
- When I had to take a leave of absence from school.
- When a student receives a reprimand as stipulated in Article 7, Item 1 of the Regulations Concerning Disciplinary Actions for Students of Tohoku Gakuin University.
- When a student is suspended for a fixed period of less than three months.
- When the household financial situation no longer meets the criteria for eligibility.
- When a student in Faculty of Engineering or Faculty of Informatics whose support category is recognized as Category IV as defined by the Ministry of Education, Culture, Sports, Science and Technology ceases to be enrolled in that faculty (excluding students from families with multiple children).
- If a student whose certification has been suspended pursuant to the provisions of the preceding paragraph falls under any of the following items, the suspension of certification shall be lifted.
- When a student who falls under item 1 of the preceding paragraph is permitted to return to school.
- When one month has passed since the date on which a student falling under item (ii) of the preceding paragraph received the reprimand.
- When a student who falls under item 3 of the preceding paragraph has received the suspension for a fixed term, the period of suspension (or one month if the suspension period is less than one month) has elapsed since the date the suspension was imposed.
- When a student who falls under item 4 of the preceding paragraph comes to meet the criteria for determining household financial status in the eligibility assessment, or when they become enrolled in the Faculty Faculty of Engineering or Faculty of Informatics (limited to students whose support category can be certified as Category IV as defined by the Ministry of Education, Culture, Sports, Science and Technology).
- When a student who falls under item 5 of the preceding paragraph becomes enrolled in Faculty of Engineering or Faculty of Informatics, or when they come to meet the criteria for determining household financial status in the eligibility assessment.
- If a student does not wish to receive tuition fee reduction or exemption for reasons other than those specified in each item of paragraph 1, they must submit an application for suspension of support using the method prescribed by the university.
- When an application for suspension of support is made pursuant to the provisions of the preceding paragraph, the validity of the certification from the month in which the request was made shall be suspended.
- If a student whose support has been suspended pursuant to the provisions of the preceding paragraph wishes to have support resumed, they must submit an application for resumption of support using the method prescribed by the university.
- When an application for resumption of support is made pursuant to the provisions of the preceding paragraph, the suspension will be lifted, and support will be resumed from the month requested after the date of the application.
(Loss of certification)
Article 8
- If a student falls under any of the following categories, they will lose their certification.
- When a student is expelled from school (excluding the case in item 3 of the following article).
- When someone is expelled from the school register.
(Revocation of certification)
Article 9
- If the applicant is found to fall under any of the following categories, the selection committee will revoke the certification after deliberation, and the applicant will be immediately notified in the name of the university president.
- When it is discovered that a student obtained eligibility by making false entries in their application documents.
- When a student is suspended for a fixed term of three months or more, or suspended indefinitely.
- When expulsion from school is a disciplinary measure.
- When, based on the assessment of academic performance pursuant to Article 6, Paragraph 2, it is determined that the student falls under the category of student whose certification will be revoked.
(Return)
Article 10
- If the validity of the certification of an eligible student is suspended or the student loses their certification status due to the reasons specified in Article 7 and Article 8, paragraph 1, the student shall be obligated to repay the amount of the reduction or exemption implemented after the occurrence of the said reason.
- If the validity of a student's certification is revoked due to the reasons specified in the preceding article, the student shall be obligated to repay the amount of the tuition reduction or exemption implemented in the academic year in which the reason occurred.
- If a person obligated to repay the debt pursuant to the provisions of the preceding paragraph requests installment payments, the selection committee may, after deliberation, permit installment payments on the condition that a repayment pledge is submitted.
(Restrictions on concurrent receipt)
Article 11
- Students who receive tuition fee reductions or exemptions based on their eligibility are not eligible to receive the Tohoku Gakuin University Grant Scholarship.
(Document storage)
Article 12
- The application form for certification under Article 2, the copy of the notification of certification results under Article 3, and other documents prepared in accordance with these regulations must be kept at the Student Affairs Division of the Student Services Department for five years after the end of the fiscal year in which the reduction or exemption measures were implemented.
(Matters not specified)
Article 13
- Matters not stipulated in these regulations shall be governed by the Act on Support for Studying at Universities, etc., its enforcement ordinance, and its enforcement regulations.
(Administrative)
Article 14
- All matters related to these regulations will be handled by the Student Affairs Division of the Student Services Department.
(Revision/Abolition)
Article 15
- Amendments or repeal of these regulations shall be initiated by the Selection Committee, approved by the Faculty Council, and carried out by the President, with the approval of the Board of Directors.
- Supplementary provisions
- These regulations shall come into effect on April 1, 2026.
