(Purpose)

Article 1

1. These regulations establish the necessary matters concerning the pre-enrollment scholarship (hereinafter referred to as "this scholarship"), which provides scholarships to students who, despite having excellent academic motivation and character, are in financial difficulty and therefore face difficulties in pursuing higher education.

(subject)

Article 2

1. The recipients of this scholarship (hereinafter referred to as "scholarship recipients") are students admitted to this university (excluding transfer students and Graduate Schools students) who are in financial difficulty and find it difficult to pursue further education.

(Number of hires)

Article 3

1. The number of scholarship recipients will be limited to 60, regardless of their faculty or department.

(Benefit amount)

Article 4

1. The amount of this scholarship will be the same as the student fees payable by the student at the time of enrollment. However, for students who have received tuition fee reductions under the new higher education support system based on the Act on Support for Studying at Universities, etc. (hereinafter referred to as the "New System"), the amount of this scholarship will be the student fees paid at the time of enrollment minus the amount of tuition fee reductions certified under the Tohoku Gakuin University Tuition Fee Reduction Regulations based on the Act on Support for Studying at Universities, etc. (hereinafter referred to as the "Reduction Regulations").

(Preliminary application)

Article 5

1. Only those who have submitted a preliminary application before applying to this university and have been selected as a candidate for this scholarship (hereinafter referred to as "scholarship candidate") may formally apply for this scholarship.
2. The application period for preliminary applications is the period designated by the university in September and December each year. Applicants taking entrance examinations held by December of the same year must submit their preliminary application during the September application period, while those taking entrance examinations held from January to March of the following year must submit their preliminary application during the December application period.
3. If a person who has submitted a preliminary application in September pursuant to the provisions of the preceding paragraph and has been selected as a candidate for this scholarship fails the entrance examination to be held by December of the same year, they may submit a preliminary application again in December.
4. The following documents must be submitted with the preliminary application:
   1. Preliminary application form (the form provided by the university).
   2. Certificate of income of the household's primary income earner
   3. Other documents that the university may request

(Duties of candidates)

Article 6

1. Those selected as candidates for this scholarship must take the entrance examination of this university, which will be held during the period specified in Article 2, Paragraph 2, and, upon passing, enroll in this university.

(Loss of eligibility to become a candidate)

Article 7

1. If a candidate for this scholarship falls under any of the following categories, they will lose their eligibility as a candidate.
   1. If the person did not take the entrance examination prescribed in the preceding article.
   2. When the person fails to pass any of the entrance examinations prescribed in the preceding article.
   3. When you fail to complete the enrollment procedures after being accepted.

(This application)

Article 8

1. The formal application for this scholarship must be submitted within the period specified by the university.
2. Only those whose preliminary application, as stipulated in Article 5, has been approved may apply for this scholarship.
3. The following documents must be submitted with this application.
   1. Scholarship application form (the form provided by the university).
   2. Other documents that the university may request

(Acceptance/Rejection and Notification)

Article 9

1. The acceptance or rejection of preliminary and final applications for this scholarship will be decided by the President of Tohoku Gakuin University after deliberation by the Tohoku Gakuin University Scholarship Management Committee (hereinafter referred to as the "Management Committee").
2. After the decision to accept or reject the application as described in the preceding paragraph, the applicant must be promptly notified of the result in the name of the Chairman of the Tohoku Gakuin University Scholarship Foundation.

(Grace period)

Article 10

1. For recipients of this scholarship, payment of student fees at the time of enrollment will be deferred from the time they become scholarship candidates until the decision is made regarding the acceptance of their application. However, for those who are receiving or have applied for tuition fee reductions under the new system, payment of student fees at the time of enrollment will be deferred until the decision is made regarding the acceptance of their application and until the decision is made regarding whether or not they are eligible for tuition fee reductions.

(Benefits)

Article 11

1. This scholarship will be awarded after the decision to accept the application as stipulated in Article 9, Paragraph 1 has been made.

(Benefit period)

Article 12

1. The period for which this scholarship will be awarded will be the first semester period as defined in Article 6, Paragraph 1 of the Tohoku Gakuin University Regulations for the year of selection.

(Benefit restrictions)

Article 13

1. This scholarship recipient is not eligible to receive the Tohoku Gakuin University grant scholarship.

(Loss of eligibility for benefits)

Article 14

1. If a scholarship recipient is found to fall under any of the following categories, they will lose their eligibility to receive the scholarship.
   1. When a student is expelled from school (excluding death).
   2. When it is discovered that false information was provided on the scholarship application.
   3. When the refusal of the benefit is approved.
   4. When a disciplinary action is taken within this university.

(Repayment of scholarships)

Article 15

1. The Tohoku Gakuin University Scholarship Association may require a scholarship recipient to repay any scholarship funds already provided if the recipient loses eligibility for the scholarship during the semester in accordance with the provisions of the preceding article.

(Administrative)

Article 16

1. All matters related to these regulations will be handled by the Student Affairs Division of the Student Services Department.

(Revision/Abolition)

Article 17

1. Any revision or repeal of these regulations shall be carried out by the President after deliberation by the Steering Committee and the Faculty Council, and shall be subject to approval by the Board of Directors.

Supplementary Provisions (Revised No. 30, February 19, 2020)

These regulations shall come into effect on April 1, 2025.
