Regulations Concerning the Payment of Student Fees and Other Charges at Tohoku Gakuin University

(Purpose)

Article 1
  1. Regarding the payment of student fees and other charges at Tohoku Gakuin University (hereinafter referred to as "the University"), the provisions of these regulations shall apply in addition to those stipulated in the Tohoku Gakuin University Regulations (hereinafter referred to as "the Regulations").

(Student fees)

Article 2
  1. In these regulations, student fees (hereinafter referred to as "student fees") refer to entrance fees, tuition fees, facility and equipment fees, laboratory and practical training fees, and educational enrichment fees. However, entrance fees are payable only in the first year.
  2. Unless otherwise specified in these regulations, the amount of tuition fees to be paid shall be as set forth in Appendix 5 of the School Regulations.

(Method of paying tuition fees)

Article 3
  1. Tuition fees will, in principle, be paid by bank transfer.

(Due date for payment of tuition fees)

Article 4
  1. Tuition fees shall be paid in two installments, as stipulated in Article 41, Paragraph 3 of the school regulations, and the payment deadlines are as follows. However, if the payment deadline falls on a bank holiday, the deadline shall be the next banking business day.
    • 1st term (first term) May 14th
    • 2nd period (second half) October 15th
  2. Those who have been granted admission, transfer, or readmission must pay the prescribed tuition fees by the designated deadline in order to complete the admission procedures.
  3. The provisions of the preceding paragraph shall also apply mutatis mutandis to persons who have been permitted to transfer faculties or departments.

(Permission granted for deferred payment of tuition fees)

Article 5
  1. If a student is unable to pay tuition fees by the payment deadline specified in Article 1, Paragraph 1 due to unavoidable circumstances, an extension of payment may be permitted. However, the request for an extension must be made by the payment deadline specified in Article 1, Paragraph 1.
  2. Those granted an extension must pay their tuition fees by the designated deadline.

(Sending of a demand letter)

Article 6
  1. For those who fail to pay tuition fees in full by the payment deadline specified in Article 4, Paragraph 1 (excluding those permitted to pay indefinitely pursuant to the provisions of the preceding article), a notice of demand will be sent to the student and their guarantor, specifying the payment deadline.
  2. Those who intend to pay tuition fees upon receiving a reminder notice must pay the tuition fees along with the tuition fee reminder and late payment fee.
  3. If a student pays only the tuition fees and fails to pay the tuition fee reminder and late payment fees, the issuance of various certificates from this university will be withheld.
  4. The fees for reminders and late payment of tuition fees are as shown in the attached table.
  5. If a person who has been granted permission to defer payment pursuant to the provisions of the preceding article fails to pay the tuition fees in full by the deadline specified in paragraph 2 of the preceding article, the provisions of paragraph 1 shall apply mutatis mutandis.

(Expulsion due to non-payment of tuition fees)

Article 7
  1. Any person who fails to respond to the demand for payment of tuition fees as stipulated in the preceding article and fails to pay the tuition fees in full by the deadline specified in paragraph 1 of the preceding article shall be expelled from the school register in accordance with Article 19, paragraph 1, item 1 of the school regulations, after deliberation by the faculty council, and this shall be notified to the person and their guarantor.
  2. With regard to those persons who fall under the preceding paragraph and who are specified in Article 53 or Article 54 of the school regulations, the faculty council may reserve its decision to expel them until the disciplinary action is completed.
  3. Students expelled for failing to pay tuition fees will lose all eligibility as students of this university.

(Request for reinstatement)

Article 8
  1. If a person who has been expelled pursuant to Article 1, Paragraph 1 of the preceding article wishes to be reinstated in accordance with Article 19-2 of the school regulations, they must submit a request for reinstatement and pay the school fees and reinstatement fee.
  2. The reinstatement fee shall be as shown in the attached table.

(Reinstatement)

Article 9
  1. Those who have completed the procedures stipulated in Article 1, Paragraph 1 of the preceding article may be permitted to be reinstated in accordance with the provisions of Article 19-2 of the school regulations.
  2. For students who are permitted to be reinstated beyond the current academic year under Article 19-2, Paragraph 4 of the school regulations, the tuition fees will be those specified in Appendix 5 of the school regulations for the academic year in which they are reinstated, and no entrance fee will be charged.

(Tuition fees for students on leave of absence or who have withdrawn from school)

Article 10
  1. If a student is granted a leave of absence for one year (from April 1st to March 31st of the following year; the same applies hereinafter), the tuition fee will be the amount equivalent to the entrance fee as stipulated in Appendix 5 of the school regulations. However, this is subject to the requirement that the leave of absence application is submitted by the tuition fee payment deadline stipulated in Article 4.
  2. If a student is granted leave of absence for the first or second semester, the tuition fee will be half the amount equivalent to the entrance fee for each semester in which the leave of absence is granted. However, this is subject to the requirement that the leave of absence application is submitted by the tuition fee payment deadline specified in Article 4.
  3. Notwithstanding the provisions of the preceding two paragraphs, the tuition fees for the first term will not be reduced or waived for students who take a leave of absence in the academic year in question (hereinafter referred to as "new students").
  4. If a student applies for a leave of absence after the deadline for payment of tuition fees as stipulated in Article 4, without having paid the tuition fees, the application for leave of absence will not be accepted, except in the cases described in the following paragraph. However, if the tuition fees have been paid, the application will be accepted.
  5. Any person who falls under any of the following categories may prepare a student tuition fee exemption request form co-signed by a guarantor, attach a doctor's certificate, and submit it to the Student Affairs Office along with a leave of absence request for exemption from payment.
    1. Those diagnosed by a doctor as being unable to attend school due to tuberculosis or a neurological disorder.
    2. Those who have been diagnosed by a doctor as being unable to attend school due to illness or other medical reasons not listed above.
  6. Tuition fees for the first term paid after the due date will not be refunded.
  7. Tuition fees for the second term that are paid after the due date will not be refunded.
  8. In the event of a freshman dropping out, the first term tuition fees will not be refunded.
  9. If a student requests to withdraw from the school after the deadline for payment of tuition fees as stipulated in Article 4, without having paid the tuition fees, the request will not be accepted, except in the case of the student's death. However, if the tuition fees have been paid, the request will be accepted.
  10. The application of each paragraph of this article shall be determined separately.

(Tuition fees for students returning to school)

Article 11
  1. For students on leave of absence (for one year or the second semester) who are permitted to return to school, the tuition fees shall be those stipulated in Appendix 5 of the school regulations.
  2. Students who were granted a leave of absence during the first semester must pay the tuition fees for the second semester upon their return to school.

(Tuition fees for transfer students, students transferring from other schools, and students entering with a bachelor's degree)

Article 12
  1. The tuition fees for students admitted as transfer students, or those admitted as undergraduates, shall be those specified in Appendix 5 of the university regulations for the academic year in which they are admitted. However, no entrance fee will be charged to students who have graduated from this university and are admitted as undergraduates.

(Tuition fees for re-enrolling students)

Article 13
  1. For students who have withdrawn from the school, are exempt from the examination, and are permitted to re-enroll, the tuition fees will be those stipulated in Appendix 5 of the school regulations for the year of re-enrollment, and no entrance fee will be charged.
  2. For students who have withdrawn from the school and are permitted to re-enroll after passing an examination, the tuition fees will be those stipulated in Appendix 5 of the school regulations for the year of re-enrollment, and no entrance fee will be charged.

(Tuition fees for students who transfer faculties or departments)

Article 14
  1. The tuition fees for students permitted to transfer faculties or departments shall be the tuition fees listed in Appendix 5 of the school regulations and the transfer fee for faculties/departments listed in the appendix. However, the entrance fee will be the difference between the entrance fee for the academic year in which the transfer takes place and the entrance fee for the academic year in which the transfer occurs.

(Tuition fees for international students)

Article 15
  1. Tuition fees for international students shall be as specified in Appendix 5 of the school regulations.
  2. Tuition fee reductions may be granted to privately financed international students in accordance with the Tohoku Gakuin University Regulations for Tuition Fee Reductions for Privately Financed International Students.

(Tuition fees for exchange students, etc.)

Article 16
  1. Tuition and other fees for exchange students accepted from partner institutions shall be as stipulated in the agreement, etc.
  2. Tuition fees for students participating in exchange programs or accredited study abroad programs at overseas universities shall be as specified in Appendix 5 of the University Regulations, and scholarships may be provided in accordance with the Tohoku Gakuin University Overseas Student Scholarship Regulations.

(Fees for non-degree students)

Article 17
  1. The fees for non-degree students (admission fee and lecture fees) are as shown in the attached table.
  2. Non-degree students must pay their tuition fees by the designated deadline.
  3. Those who wish to enroll as non-degree students must pay the examination fee specified separately.

(Fees for auditing students)

Article 18
  1. The tuition fees for students are as shown in the attached table. However, tuition fees will not be collected from those affected by the Great East Japan Earthquake who are residing in temporary housing (including rented housing).
  2. Students must pay the tuition fee by the specified deadline.
  3. No examination fee will be charged to those who apply to be auditing students.

(Fees for special auditing students)

Article 19
  1. The tuition fees for special auditing students from partner institutions of the Sendai Academic City Credit Transfer Network shall be as stipulated in the agreement.
  2. The preceding paragraph shall also apply mutatis mutandis to the fees paid when special auditing students are accepted based on consultations with other universities or agreements with relevant organizations, in accordance with Article 46-2 of the University Regulations.

(Fees for research students)

Article 20
  1. The fees (research fees) for research students shall be as shown in the attached table.
  2. Research students must pay their tuition fees by the specified deadline.
  3. The provisions of Articles 3 to 9, paragraph 1 shall apply mutatis mutandis to the methods of payment of tuition fees for research students.

(Practical training fees, retake fees, supplementary exam fees, certificate issuance fees, etc.)

Article 21
  1. Internship fees (including teaching internship fees, nursing care internship fees, museum internship fees, etc.), re-examination fees, supplementary examination fees, and certificate issuance fees shall, in principle, be paid using the automated certificate issuing machine.
  2. The fees for retakes and supplementary examinations shall be as shown in the attached table.
  3. The fees for practical training, certificate issuance, etc., will be determined by the relevant department.

(Handling of tuition fees already paid)

Article 22
  1. Tuition and other fees already paid will not be refunded for any reason, except as otherwise provided.

(Administrative)

Article 23
  1. All matters related to these regulations shall be handled by the Finance Section of the Corporate Affairs Office.

(Revision/Abolition)

Article 24
  1. Any revision or repeal of these regulations shall be carried out by the President after deliberation by the Tohoku Gakuin University Financial Expert Committee and the Tohoku Gakuin Educational Corporation Finance Council, and shall be subject to approval by the Board of Directors.
Supplementary provisions
These regulations shall come into effect on December 1, 1980.

Appendix (related to Article 6, Paragraph 4, Article 8, Paragraph 2, Article 14, Article 17, Paragraph 1, Article 18, Paragraph 1, Article 20, Paragraph 1, and Article 21, Paragraph 2)

Tuition fee reminders and late payment fees
Payment due to reminder: 4,000 yen
Reinstatement fee
Reinstatement within the same year of expulsion: 1/10 of the entrance fee (rounded to the nearest 1,000 yen)
Reinstatement after the year of expulsion: Half of the entrance fee (rounded to the nearest 1,000 yen)
The entrance fee is the entrance fee for the academic year as stipulated in Appendix 5 of the school regulations. The same applies hereinafter.
Entrance fee for non-degree students
One-quarter of the enrollment fee (rounded to the nearest 1,000 yen)
However, the entrance fee for non-degree students will not be charged to those who have graduated from this university (including those who have completed graduate school at this Graduate Schools), those who will continue to be non-degree students in the same year as in the previous year, and those who will be non-degree students in satellite courses offered by this university in connection with the Sendai University Credit Transfer Network. However, the entrance fee for non-degree students will be charged if a non-degree student of a satellite course becomes a non-degree student of a course offered at any of the university's campuses in the same academic year, or if a non-degree student of a satellite course in the previous year continues to be a non-degree student of a course held at any of the university's campuses.
Course fee for non-degree students
One credit is 1/30th of the tuition fee (rounded to the nearest 1,000 yen).
Student tuition fee
Half of the course fee for non-degree students (rounded to the nearest 1,000 yen) for each course you attend.
Research fees
One-third of the tuition fee (rounded to the nearest 1,000 yen)
Furthermore, the graduate school's tuition fees will be paid in two installments, similar to the general tuition payment system.
Transfer fee for changing departments/faculties
5% of the tuition fee for the academic year in which the student transfers faculties or departments (rounded to the nearest 1,000 yen)
Retest fee
One-tenth of the entrance examination fee (general selection) per subject (rounded to the nearest 1,000 yen)
Retake exam fee
For each subject, 1/30th of the entrance examination fee (general selection) (rounded to the nearest 1,000 yen).
