Regulations concerning the payment of student fees and other charges at Tohoku Gakuin University

(Purpose)

Article 1
  1. These regulations, based on the Tohoku Gakuin University Regulations Concerning the Payment of Student Fees, etc. (hereinafter referred to as "the Regulations"), stipulate the necessary matters concerning the handling of student fees (hereinafter referred to as "student fees").

(Tuition fees for withdrawal from enrollment)

Article 2
  1. If a person who has completed the enrollment procedures stipulated in Article 41, Paragraph 2 of the Tohoku Gakuin University Regulations (hereinafter referred to as "person who has completed the enrollment procedures") requests to withdraw from enrollment and request a refund by the time specified by Tohoku Gakuin University (hereinafter referred to as "the University") on March 31 of the year preceding the enrollment year, using the method specified by the University, they may receive a refund of the tuition fees already paid (excluding the entrance fee).
  2. You may not request a refund by any method other than the one specified by the university in the preceding paragraph.
  3. If a request for refund is made by a method other than that specified by the university in paragraph 1, or after the specified date and time, the tuition fees already paid will not be refunded in accordance with the provisions of Article 11, paragraph 8 of the regulations.

(Tuition fees for students who have completed the enrollment process and wish to change their major)

Article 3
  1. If a student who has completed the enrollment procedures for the General Selection (Early Term) or the University Entrance Common Test Selection (Early Term) is accepted into a department other than the one for which they have already completed the enrollment procedures in the General Selection (Late Term), the University Entrance Common Test Selection (Late Term), or the Special Selection for Working Adults, and applies by the method designated by the university and by the deadline specified in Article 12, Paragraph 1 of the university regulations, the tuition fees already paid may be transferred to the tuition fees payable for the General Selection (Late Term), the University Entrance Common Test Selection (Late Term), or the Special Selection for Working Adults. However, if the latter exceeds the former, the difference will be collected, and if the latter is less than the former, the difference will be refunded.
  2. If a student passes the exam after the deadline for application set by the University in the preceding paragraph, and submits an application by the method and deadline separately designated by the University, the provisions of the preceding paragraph may apply mutatis mutandis.
  3. Applicants who have completed the enrollment procedures for admission selection other than the general selection (first term) or the university entrance examination-based selection (first term) are not subject to the provisions of paragraph 1, in light of the purpose of the admission selection. However, this does not preclude them from requesting withdrawal of enrollment and refund of tuition fees as stipulated in Article 2, paragraph 1.

(Tuition fees for students who drop out, etc.)

Article 4
  1. If a student who has paid the first-term tuition fees by the due date submits a withdrawal request by the due date, dies, or is expelled from the university pursuant to Article 53 or 54 of the Tohoku Gakuin University Regulations (hereinafter referred to as "the Regulations"), the first-term tuition fees will be refunded upon submission of a tuition fee refund request, after deliberation by the Faculty Council.
  2. If a student who has paid the second-semester tuition fees by the deadline for payment of the second-semester tuition fees submits a withdrawal request by the deadline for payment of the second-semester tuition fees, dies, or is expelled from the school pursuant to Article 53 or 54 of the school regulations, the second-semester tuition fees will be refunded upon submission of a tuition fee refund request after deliberation by the faculty council.
  3. If a student requests to withdraw from the university after the tuition payment deadline but without having paid their tuition (including those who have been granted an extension), the withdrawal request will not be accepted, except in the case of the student's death. However, if the tuition (including tuition reminder and late payment fees if a reminder notice has been sent) is paid, the withdrawal request will be accepted.
  4. If a student dies without paying the tuition fees they were originally due, they will be exempted from paying those fees.

(Tuition fees for students on leave of absence)

Article 5
  1. If a student applies for a leave of absence after the deadline for payment of tuition fees has passed but has not yet paid the tuition fees (including those who have been granted an extension), the leave of absence application will not be accepted, except in cases falling under paragraph 11. However, if the tuition fees (including tuition fee reminder and late payment fees if a reminder notice has been sent) are paid, the application will be accepted.
  2. If a student (excluding new students) who has already paid their full tuition fees has submitted a leave of absence request for one year (from April 1st to March 31st of the following year; the same applies hereinafter) by the deadline for payment of the first term tuition fees and whose leave of absence has been approved by the faculty meeting in April (or May), the difference between the amount paid and the amount due for a student on a one-year leave of absence will be refunded. Furthermore, students who submit a leave of absence request for one year by the deadline for payment of the first term tuition fees may pay the reduced tuition fees upon request.
  3. If a student submits a one-year leave of absence request between the day following the deadline for payment of the first term of tuition and September 30 (including those who have been granted an extension), the request will be accepted only if the first term of tuition (including tuition reminder and late payment fees if a reminder notice is sent) has been paid in accordance with paragraph 1. However, tuition fee reductions will not be granted for the first term and will only be applied from the second term onward.
  4. If a leave of absence request is submitted on or after October 1st (including those who have been granted an extension), the request for a full year of leave of absence will not be accepted because more than half of the year has passed.
  5. If a student (excluding new students) submits a leave of absence request for the first semester by the first semester tuition payment deadline and their leave of absence is approved at the April (or May) faculty meeting, and has already paid the original first semester tuition, the difference between the amount paid and the amount due for the student on leave will be refunded. Furthermore, students who submit a leave of absence request for the first semester by the first semester tuition payment deadline may pay the reduced tuition upon request.
  6. If a leave of absence request for the first semester is submitted between the day following the deadline for payment of the first semester tuition and June 30 (including those who have been granted an extension), it will be accepted only if the tuition for the first semester (including tuition reminder and late payment fees if a reminder notice has been sent) has been paid in accordance with paragraph 1. However, no reduction or exemption of the tuition for the first semester will be granted.
  7. If a leave of absence request is submitted on or after July 1st (including those who have been granted an extension), the request for leave of absence for the first semester cannot be accepted in accordance with Article 14 of the school regulations.
  8. If a student who has already paid the full amount of tuition for the second semester has submitted a leave of absence request for the second semester by the deadline for payment of the second semester tuition and whose leave of absence has been approved by the faculty meeting held by October, the difference between the amount paid and the amount due for the student on leave of absence for that period will be refunded. Furthermore, students who submit a leave of absence request for the second semester by the deadline for payment of the second semester tuition may pay the reduced tuition amount upon request.
  9. If a leave of absence request for the second semester is submitted between the day following the deadline for payment of the second semester tuition fees and December 31 (including those who have been granted permission for deferred payment), the request will be accepted only if the tuition fees for the second semester (including tuition fee reminder and late payment fees if a reminder notice has been sent) have been paid in accordance with paragraph 1. However, no reduction or exemption of the tuition fees for the second semester will be granted.
  10. If a leave of absence request is submitted on or after January 1st (including those who have been granted an extension), the request for leave of absence for the second semester cannot be accepted in accordance with Article 14 of the school regulations (the leave of absence period must be 3 months or longer).
  11. If a person who falls under the provisions of Article 11, Paragraph 5 of the Tohoku Gakuin University Regulations Concerning the Payment of Student Fees, etc., submits a leave of absence form and a request for exemption from student fees, and the leave of absence is approved by the Faculty Council, the payment of tuition fees for the period during which the leave of absence is approved will be waived.
  12. Regarding the preceding paragraph, if the original tuition fees have already been paid, they will be refunded. However, if a leave of absence request for one year is submitted on or after October 1st, if a leave of absence request for the first semester is submitted on or after July 1st, or if a leave of absence request for the second semester is submitted on or after January 1st, the leave of absence request will not be accepted and no reduction or exemption of tuition fees will be granted.

Article 6
  1. These regulations shall apply mutatis mutandis to Graduate Schools students unless otherwise specified.

(Administrative)

Article 7
  1. The administrative matters related to these regulations will be handled by the Finance Section of the Corporate Affairs Office.

(Revision/Abolition)

Article 8
  1. Any amendments or repeals of these regulations shall be made by the President after deliberation by the Tohoku Gakuin University Financial Committee and the Tohoku Gakuin Educational Corporation Finance Council, and reported to the Board of Directors.
Supplementary provisions
These regulations shall come into effect on April 1, 2004.
Supplementary Provisions (April 1, 2007)
  1. Notwithstanding the provisions of these regulations, if any of the following persons apply for a refund of tuition fees (excluding entrance fees), the tuition fees (excluding entrance fees) already paid will be refunded.
    1. Number of students who declined admission from the entrance examinations in fiscal year 2002 to fiscal year 2006.
    2. Number of students who declined admission in the 2007 entrance examination (excluding general entrance examinations and entrance examinations using the National Center Test for University Admissions).
  2. These regulations shall come into effect on April 1, 2007.
Supplementary Provisions (April 1, 2009)
These regulations shall come into effect on April 1, 2009.
Supplementary Provisions (April 1, 2011)
These regulations shall come into effect on April 1, 2011.
Supplementary Provisions (Revised No. 116, October 11, 2017)
These regulations shall come into effect on April 1, 2018.
Supplementary Provisions (Revised No. 132, October 5, 2021)
These regulations will come into effect on October 5, 2021, and will apply from April 1, 2021.
Supplementary Provisions (Revised No. 117, October 28, 2020)
These regulations will come into effect on October 28, 2025, and will apply from April 1, 2025.
